3V-VC VPN on the Alberta SuperNet

The 3V videoconference cooperative is virtual private network on the Alberta SuperNet that provides K-12 jurisdiction members and post secondary members a solution to dial point-to-point or multipoint sessions from private IP endpoints secured by standards-based, next generation H.323 proxy/firewalls.

The cooperative videoconference network is managed by Grande Yellowhead Regional Division under a shared services model that includes shared investments, shared assets and shared responsibilities.

Shared investments include members' videoconference endpoints behind a standards-based H.323 firewall with NAT proxy and light gatekeeper functionality and gold bandwidth to the VPN at the members headend of their corporate intranet on the SuperNet.

Shared assets include access to GYRD's 48 port PolyCom MGC-50 (pending upgrade to 84 ports), to GYRD's WebCommander for sub-admin rights to manage and monitor multipoint conferences, to other members' MCUs on a negotiated basis, to GYRD's Xerox Docushare server for restricted access to dialing information on member's endpoints (public dialing and private dialing) and, shortly, to two managed IP gateways (NETERA and the public internet).

Shared responsibilities include bandwidth management, endpoint configurations and LAN switching for quality of service connection to the SuperNet edge device as gold bandwidth, configuration and maintenance of the standards-based edge device, and support for URI dialing, IP_extension dialing and public IP dialing -- all within the agreed standards defined by the 3V cooperative.

Current K-12 members include Battle River Regional Division, Black Gold Regional Division, Buffalo Trails Public Schools, Grande Yellowhead Regional Division, Palliser Regional Schools, Pembina Hills Regional Division/Alberta Distance Learning Center, Prairie Rose Regional Division. Pending members include Edmonton Public School Board, Elk Island Public Schools, Northern Lights Regional Division and Northern Gateway.

Current post secondary members include Grant MacEwan College, Grande Prairie Region College, Northern Alberta Institute of Technology, Pembina Educational Consortia, University of Alberta and the Yellowhead Region Educational Consortia. Pending membership includes the University of Lethbridge.

Associate members include Alberta Education (Stakeholder Technology Branch) and Restructuring and Government Efficiency. Pending membership includes the Alberta Teachers Association.

Membership is open to Alberta's K-12 jurisdictions and post secondary institutes. Members are responsible for the capital cost of the standard edge device and videoconference endpoints in addition to operating costs (local technical support, SuperNet bandwidth and maintenance contracts on owned assets).

An annual 3V membership fee of $1,500 per member covers shared costs for access to services in the 3V network: a) SuperNet bandwidth to the MCU, to the NETERA gateway and to the public Internet gateway, b) annual maintenance costs on the MCU and servers, and c) contracted access to technical and consulting services.
